Getting rid of carbon fuels would double or triple energy bills in every school, homes etc ( just raise taxes) by replacing with windmills! PV panels are very low yield in the Northwest. Ask Germany how it's working out for them...one of the most expensive rates in Europe to keep warm to keep from freezing to death...
