Same man is awaiting trial for attacking elderly Asian woman last month

A man who allegedly beat an Asian woman with a traffic cone at Lowes last month was accused of shoplifting on Tuesday after refusing to pay his tab at a Lacey restaurant.

On May 18 Raymond Dual, 36, ordered and ate $75.11 worth of food at Applebee's on Sleater-Kinney Rd SE, then refused to pay.

On April 6, 2021, Dual was arrested at the Lacey Lowes for simple assault, making regional news headlines for hitting an elderly Asian woman with a traffic cone inside the garden department.

At Applebees, Dual attempted to take his Absolut drinks outside while eating, but was rebuffed by the manager, Rhonda Coble, who told Lacey Police that she eventually suspected that Dual didn’t have the funds to pay for what he had ordered. Coble offered Dual a free meal, but he refused, said he wasn’t finished, and would pay when he was done.

According to the witness statement, Dual was also loud inside the restaurant, attempting twice to touch female employees on the arm or shoulder as they walked by. Dual also flipped off two managers, including Coble, when they walked by him.

When he was asked to pay, Dual said that he was going to go smoke and pay when he was done. When stopped by Coble, Dual handed over a gift card that had nothing on it.

Dual offered Coble an opportunity to smoke with him, saying “it will take only one (puff), and you won’t need anymore.”

Dual proceeded to walk away from Applebees, down the road, cussing at the management staff and flipping them off.

Lacey Police contacted Dual, who stated that he is homeless and had no money.

Dual was booked into the Nisqually Jail for shoplifting.
