Thurston OKs $2.7M contract for solid waste facilities upgrades, improvements

The Thurston Board of County Commissioners (BOCC) awarded the contract for Solid Waste Facilities Pumps Systems Upgrades and Improvements project to Rognlin's, Inc, amounting to $2,728,128.

During the BOCC's first meeting in November, Capital Project Manager Susan Isham said Rognlin's, Inc. of Aberdeen, Washington, was considered the "lowest responsive, responsible bidder" out of the four bids.

Isham added that the contract would only cover Bid Option 1, which covers the condensate system. A separate solicitation of bids for Bid Option 2, the stormwater project, will be advertised if additional project funding is approved.

"Both systems have outlived their useful lives and are critical infrastructure to the continued operational functioning of the Waste and Recovery Center," Isham explained.

The project was divided into two bid options because no bid was accepted in the initial solicitation. The first batch of bids was significantly higher than the engineer's estimate and approved project budget due to supply chain issues during the pandemic.

The project, with the code CP# 91717, is already included in the 2022-2023 Public Works budget of Thurston County.

Isham said it is also in line with the 2022-2027 Capital Facilities Plan and Thurston's Strategic Plan's Initiative #8 to "Support robust and well-maintained infrastructure systems for a thriving community."
