Definite 'no' vote here, but am very likely outnumbered. I'm unconvinced this is buying anything other than administrative infrastructure. I'd vote for higher firefighter pay in a heartbeat, or more paramedics/increased pay.
Turning something into a 'fee' makes me really nervous. It reminds me of the long term care tax. It's not a tax, it's a fee! But it can go up as much as needed at any given time because it's not a tax which would have inherent limits. You will pay it just like it's a tax, but it's not. . .it's a fee. Are schools next up to figure out this workaround?
