I was distracted and didn't complete the last sentence of my comment.
It may also be time that we ask our former (retired) Port Commissioner if she might consider returning for a year as the Port Commissioner in the newly minted District 4. I think that the term is only for one year in the 4th and then a new election would occur for a full term.
