I spent over 40 years of my career in helping to analyze and recommending water, wastewater, stormwater and watershed management strategies and rate/special charges to fund and implement municipal and regional funding strategies. Pat Coles's summary was coherent and logical and unfortunately for the consultant and their client, a failing grade. For JW, the facts are sometimes uncomfortable. Don't kill the messenger, look at the facts and then respond. I vote no.
