"...ballots from 74,420 of the county's 196,717 registered voters, or 37.83% (turnout). "Turnout" should more accurately be measured by percentage of votes as of those eligible, not just registered. Since many are eligible but not registered, that calculation is far more accurate a count of the actual turnout.
