Internet calculators estimate a 1,500 square foot house could be built for $250,000 with an 800 sq ft detached ADU for another $140,000, plus government permits and fees. So $500,000 is basically "affordable" - a modest income-generating residence. I don't know how government funding is going to reduce these costs.
