A partial solution that would be acceptable to all sides would be for the increased use of livestock guardian dogs. See, e.g., https://www.opb.org/article/2022/05/17/oregon-ranchers-protect-livestock-wolves-dogs/ . Livestock guardian dog breeds originated in Europe and Asia, where they have been used for centuries to protect livestock from wolves and bears. Acting independently of humans, dogs stay with or near livestock most of the time and aggressively repel predators. They do not have an interest in humans. The pups are raised with a mentor dog to teach them. Unfortunately, little attention has been given in the US to using such dogs to protect cattle (as opposed to sheep and goats) and so ranchers have few resources readily available as guidance. The use of such dogs to protect cattle is more common in areas of Europe and Asia where guardian dogs originated. There, they are used to protect unattended cattle in a variety of operations, from small pastures to large forested grazing areas.
