The Hopkins board and residents just want someone else to pay for their problem. I am surprised, yet happy the City stepped in. If the ditch maintained itself correctly they would not have issues. There was never a lake behind the Preserve. It rained a lot last year and this was amplified by the ditch districts lack of knowledge and maintenance.
