14-time felon arrested after high-speed chase from Lacey to King County

A 33-year-old man with multiple felony convictions was arrested after a high-speed pursuit that began in Lacey and ended in King County. 

The Thurston County Sheriff’s Office released a video showing dashcam and air support footage of the car pursuit and eventual arrest of the suspect.

The incident started at 1:59 a.m. on Saturday, Aug. 30, when Lacey Police Department personnel responded to a report of a vehicle prowl. Authorities said the suspect, identified in police records as Andrey Petr Lupolyak, fled in a BMW sport utility vehicle, which was later confirmed to be stolen.  

When police attempted a traffic stop, the driver fled at high speeds and was able to briefly escape. A police officer later relocated the vehicle, and then another pursuit followed.  

At one point, the suspect was reported driving at speeds exceeding 130 miles per hour and traveling the wrong way on Interstate 5. Authorities said the driver also attempted to use a fire extinguisher against pursuing law enforcement vehicles. 

Washington State Patrol provided air support to track the vehicle into King County. Officials said the driver rammed a patrol vehicle, and fled on foot before being tackled by one of the pursuing police officers. 

“The suspect is a (14-time) convicted felon for vehicular homicide DUI, possession of stolen property, burglary, forgery, attempting to elude, possession of a stolen vehicle, vehicular assault, and more,” said Sheriff Derek Sanders in a social media post.

He also has 10 misdemeanor convictions and an active felony warrant related to a prior vehicular homicide case. 

During the arrest process, deputies reported finding suspected methamphetamine and fentanyl in his possession.  

Lupolyak was booked into jail on multiple charges, including unlawful possession of controlled substance with intent to deliver – synthetic narcotic, driving under the influence, attempt to elude pursuing police vehicle, obstructing a law enforcement officer, third-degree stolen property, possession of stolen vehicle, first-degree driving while license suspended, operating a vehicle without an ignition interlock when required, and on an outstanding felony escape warrant.

    We've got a new sheriff in town and he is doing a great job of catching criminals. Thank you Sheriff Sanders! Now we need to expand the jail to keep the increased number of criminals locked up. It's well worth paying the bill for expanding the jail accommodations to keep criminals off the streets after they're arrested.

    Judge Zipp, embodying felon-loving Democrat values, gave him a measly 100K bail. He only has to put up 10k and he walks again. The sheriff called this felon the most dangerous driver in the state. Judge Zipp is the most dangerous judge in the state.
