The Joint Animal Services Commission (JASCOM) is taking steps to improve animal care with plans for a new shelter after a recent space needs assessment found its current facility to be aging and inadequate.
On Monday, Feb. 10, JASCOM met to discuss the findings and explore options for expansion.
JASCOM Executive Director Sarah Hock said the assessment identified major structural and operational deficiencies at the current site, highlighting the existing joint animal services facility, located in Lacey, has been marked as the "second worst building in the city.”
“We are undersized for the programming that we do," Hock said "Our 8,000-square-foot space is really crowded."
Among the key concerns are outdated infrastructure, limited space for operations and safety hazards.
The assessment also highlighted the potential for future system failures, including necessary replacements of HVAC systems, electrical upgrades, roofing repairs and kennel replacements.
Hocks said the limitations, such as safety risks, inadequate room for expansion and environmental constraints hinder redevelopment of the existing site.
Sarah Boman, the JASCOM representative for Animal Arts, said the proposed concept plan outlines the new facility’s future requirements.
The plan prioritizes efficient staff circulation, improved public accessibility and enhanced animal care.
“We really wanted to make sure that we're planning for a facility that's going to last 40 plus years,” Boman said.
Design considerations include species separation to reduce stress, compliance with industry standards and durable, low-maintenance materials.
JASCOM is exploring various funding sources to support the project. Potential revenue streams include state funding, grant funding, reserve use, property sales and local donations.
The next steps will involve further discussions with the jurisdictional partners to finalize the financing plan and site selection for the new animal shelter.
