Barnes Lake Management District proposed budget is higher after plan’s scope grew

Tumwater’s Public Works Committee recommended 2023-2024 budget of the Barnes Lake Management District (LMD) is over the district’s allocation of $54,675.

Presented on Thursday, March 9,the district’s proposal to spend $77,211 for the biennium exceeds the city’s adopted 2023-2024 budget. Documents prepared for the meeting state that the adjustments were made due to recommendations of the lake’s managing contractors.

A large portion of the expenses amounting to $67,050 would be used to pay contractors working on the management, surveying, and reporting of the lake. Budget forecasts for the district remain in the green despite the changes, with the district expecting to earn a revenue of $39,111.4 within those two years.

The committee also recommended to the city council the committee’s 2023 work plan, which outlines what the LMD aims to achieve for the year. The document shows that the district aims to conduct five rounds of water quality monitoring for the year, train volunteers for its water quality monitoring program, conduct chemical and shoreline treatment if needed, and host the annual lake “walk about” with the district’s steering committee.

Water Resources Director Dan Smith also noted that the district plans to produce a newsletter for its members.

“We've already got a couple of articles produced by the LMD,” Smith said. “We're going to be formatting that into a newsletter and getting that out to all the LMD [members] in the near future.”

The city council would likely adopt the budget and work plan as the committee scheduled the items in the council’s consent agenda for its next meeting.
