Bids sought for Jubilee Southwest stormwater pond rehabilitation in Lacey

The City of Lacey is inviting contractors to bid on the rehabilitation of three stormwater ponds in the Jubilee Southwest area.

The project, located near the intersection of 41st Avenue NE and Marvin Road, targets a west wet pond, an east wet pond and a stormwater infiltration pond. 

The estimated project cost ranges from $510,000 to $610,000. Proposals are due on April 1. 

Restoration work includes dredging, clearing and grubbing, slope reconstruction and restoration, pond liner replacement, riprap repair, and lawn and landscape restoration. 

According to project plans released on Tuesday, March 17, contractors would access the site through Hawks Prairie Golf Course via Vashon Drive NE, and must coordinate with course operators to establish final access routes and limits. 

Along that route, contractors are required to protect a well pump house, existing irrigation systems and landscaping, and take reasonable steps to avoid disrupting golf course operations throughout construction. 

Liner replacement is specified for both wet ponds. Prior to installation, contractors must excavate 13 inches below each pond’s designed bottom elevation and prepare the subgrade. Nonwoven geotextile protective layers are required both above and below the liner. 

The west wet pond is designed with a bottom elevation of 230 feet, a berm top of 235 feet, and a water surface elevation of 236 feet. Similarly, the east wet pond is set at a bottom elevation of 226 feet, a berm top of 231 feet, and a water surface elevation of 232 feet. 

In addition, interior pond slopes are graded at a maximum 2-to-1 ratio, with exterior slopes at a 3-to-1 ratio. Beneath the liner, gravel base and topsoil layers are each specified at 6.5 inches, plus or minus one-half inch. 

Plans also include a quarry spall and gravel filter window at each wet pond to support internal drainage. 

Riprap repairs are planned at multiple outfall locations across all three ponds, with direction to reuse existing quarry spalls where feasible.

Outfall splash pads must extend at least 12 feet downstream, with geotextile fabric installed beneath the spalls. 

The recommended construction sequence begins at the west wet pond, followed by the east wet pond and concluding at the infiltration pond.
