The City of Lacey is launching a competitive selection process for civil engineering firms to oversee a roadway reconstruction project that will alter the layout of Rainier Road SE.
A grant from the Transportation Improvement Board is funding the project. Though the project is scheduled for 2028, firms competing for the contract must deliver proposals by Wednesday, March 5.
The stretch between Yelm Highway SE and 66th Avenue SE is scheduled to be widened, with added sidewalks, bike lanes and a two-way left-turn lane.
According to the city government, the selected firm will be responsible for preliminary engineering work, drafting specifications and assessing right-of-way impacts.
The project also requires environmental and cultural resource evaluations, along with right-of-way appraisals and negotiations to secure the necessary land.
The city has laid out expectations for potential bidders.
Firms must have expertise in roadway reconstruction, a working knowledge of Washington State Department of Transportation (WSDOT) and Federal Highway Administration (FHWA) standards, City of Lacey Development Guidelines and Public Works Standards regulations, and proficiency in AutoCAD Civil 3D and Highway Capacity Software.
The selection process will also weigh a firm’s ability to handle the workload, factoring in ongoing commitments and available resources.
As announced in the city’s official web page, the Statements of Qualifications (SOQs) must not exceed eight single-sided pages in a 12-point font.
