The City of Olympia issued a Request for Bids to qualified contractors to carry out rehabilitation work at a 12-unit multifamily property located at 1024 Prospect Ave. NE.
The project falls under the city's Rental Rehabilitation Program. The program aims to complete improvements needed to preserve building integrity, improve energy efficiency and enhance safety for residents.
The Request for Bids was issued on Monday, Oct. 6. The project includes interior and exterior upgrades, such as siding and window replacement, exterior painting, concrete sidewalk and stair replacement or repairs, and the installation of new ductless mini-split heat pumps.
The project is estimated to cost between $201,500 and $229,500. The work would be performed under a single contract. The general contractor is responsible for managing and coordinating all subcontractors, and ensuring compliance with federal, state and local regulations.
The project is funded through the Community Development Block Grant (CDBG) program, a federal initiative administered by the U.S. Department of Housing and Urban Development (HUD) and managed locally by the City of Olympia.
The CDBG program provides annual grants to cities and counties to support community development that benefit low- and moderate-income residents, and address urgent community needs.
In Olympia, CDBG funds are used for projects, such as affordable housing rehabilitation, public facility improvements and neighborhood revitalization.
For this particular project, the city is using CDBG funding to repair and improve existing affordable rental housing, rather than building new units.
Because the project is federally funded, it must comply with the Davis-Bacon Act, requiring payment of federal prevailing wages to all construction workers.
Only contractors registered in the MRSC Small Works Roster, Facilities – Residential (General) category and approved to work with Olympia are eligible to submit bids. Bid submissions are due by noon on Oct. 28. Only electronic submissions will be accepted.

The Prospect Avenue rehabilitation is part of Olympia’s effort to preserve and improve existing affordable housing stock, and ensure long-term livability and energy efficiency in older multifamily properties.
