The City of Lacey is looking for a qualified service vendor to survey and rate the condition of its roads.
A pavement condition assessment will cover 185 miles of public streets and help the city track deterioration, forecast future conditions and prioritize preservation projects.
The Lacey Public Works Department released a request for proposals on Aug. 20. Proposals are due by 5 p.m. on Sept. 11, with a contract expected to be finalized in September.
Lacey already collects condition data for its road network, documenting pavement surface defects in a management database. Staffers use the information when making repair and funding decisions.
The city also prepares a State of the Streets Report in odd-numbered years.
For this round, the assessment must be finished by Oct. 31, 2027. Results will help identify locations for the 2027 report and inform pavement management and project planning.
The 185-mile road network consists of 36 miles of arterial streets, 24 miles of collector streets and 125 miles of residential streets.
As part of the survey, the vendor must capture roadway images at intervals of no more than 1,000 feet. Images must include all travel and turn lanes, plus portions of the right-of-way to provide location context.
Survey data, video imaging, deflection testing and visual inspections will be used to identify pavement problems, including alligator cracking and raveling, and determine severity of the damage. Road segments will receive a pavement condition index rating.
The survey will also document pavement type, lane count, slope, roughness and width. Results will be added to the city’s geographic information system and work order tracking systems, giving staffers updated information for pavement planning and project priorities.
The contract may include an optional assessment of pavement in city parks. That work includes 7 miles of pathways and 774,500 square feet of asphalt parking lots and athletic surfaces.
