The City of Lacey is calling for contractor bids on a water main project on four city streets.
Packaged with that request is a Madrona well connection to the 337 Pressure Zone, a gap the city is closing through 1,600 linear feet of new 16-inch pipe on Pacific Avenue SE.
The city set a June 17 deadline for proposals. Costs are estimated between $3.3 million and $3.8 million.
The contract, issued as Madrona Connection to the 337 Pressure Zone, requires installing approximately 3,300 linear feet of new water main along Spruce Street SE, 9th Way SE, Pacific Avenue SE and Milbanke Drive SE. Pipe goes in at 12-inch and 16-inch diameters.
Two infrastructure deficiencies drive the project. The residential leg hits Spruce Street SE and 9th Way SE, and both streets lose roughly 1,900 linear feet of deteriorating 12-inch main. Added to that are 30 service connections, four fire hydrant assemblies and associated valves.
Separately, down Pacific Avenue SE, 1,600 linear feet of new 16-inch pipe would give the Madrona well its first direct connection to the 337 Pressure Zone. The installation would also convert a segment previously classified under the 400 Pressure Zone.
The contract also transfers 19 meter services to the new main, covering single, double and triple meter configurations. Fourteen valve boxes will get raised to grade along the route. Pavement, sidewalk, lawn and driveway restoration is to follow all pipe installations.
According to the city, construction is going to disrupt traffic and water service, though restrictions will apply to both.
Lane closures on State Route 510 go no earlier than 7 p.m. and must wrap up by 6 a.m. One lane is to stay open on all affected streets at all times.
Before any water is shut off, property owners would get a 24-hour written notice, and a door knock one hour before it begins. Trenches on Pacific Avenue and Marvin Road SE must be backfilled and asphalt-sealed before the end of each working day.
The winning contractor gets 120 working days from the notice to proceed to finish all work. A 15 percent apprentice labor requirement is part of the terms, and contractors who meet the threshold get a $2,000 incentive.
