City of Lacey opens bidding for Source 27 well rehabilitation project

The City of Lacey is preparing to rehabilitate its Source 27 well, a project that includes installing a 200-horsepower pump, and is now looking for engineering firms to bid on the project.

The well, which is located at 2814 Hibiscus Court SE in Olympia, has been in service since 2003. The upgrade is expected to raise output to 1,100 gallons per minute from 800 gallons per minute.

The selected consultant will prepare construction plans, technical specifications and bid documents. The scope also includes procurement support for the new pump and motor, electrical and control system upgrades, and an evaluation of the existing well house. 

The consultant team must include professionals with backgrounds in civil engineering, hydrogeology and electrical controls, according to the city. 

Staff will review the design at five milestones, 30 percent, 60 percent, 90 percent, final and bid-ready before the project goes out to bid.

During construction, the consultant must answer contractor questions, review submittals and assist with pump testing. 

A notice to proceed is expected in October. Final plans are due by May 2027, with bidding to open in June 2027. Construction cannot begin before Oct. 15, 2027. Staff wants the project completed by April 15, 2028.   

Engineering firms interested in the project must submit their qualifications by email to Utility Engineer Nate Ensley (Nate.Ensley@cityoflacey.org) no later than 5 p.m. on Tuesday, July 28.  

Submissions are limited to eight pages, plus a one-page cover letter. A nonmandatory, pre-proposal meeting is scheduled for 11 a.m. on Thursday, July 9, at the well site. 

Proposals will be scored on five criteria: project approach and key personnel experience, each worth 25 percent; company background, quality control and references, each worth 15 percent; and contingency planning, worth 5%.
