Consultant sought for Grays Production Well treatment planning in Lacey

The City of Lacey is seeking a qualified consulting firm to guide the next phase of the Grays Production Well project.  

The Lacey Public Works Department released a Request for Qualifications (RFQ) on Monday, Oct. 5, for a predesign study and alternatives evaluation.  

The newly constructed well is located on a city-owned parcel at 5012 21st Ave. SE. Interested firms need experience in water chemistry, treatment process evaluation, well house and treatment engineering, and site development. 

The contract includes a water quality evaluation and pilot or bench-scale testing. Consultants will also analyze treatment and site alternatives, develop conceptual facility and infrastructure plans, and prepare a permitting strategy. The study will produce conceptual plans and cost estimates for the city. 

The contract may also expand beyond the study phase. According to the RFQ, the selected firm may handle engineering, permitting and construction support for the treatment infrastructure, well house and site development. 

Two candidate sites appear on city maps attached to the RFQ. 

The Grays parcel contains the production well and two monitoring wells. The Judd Hill parcel at 2400 Judd St. SE already houses the Judd Hill Reservoir, a facility labeled S06, an old unused Well 6 and a failed Well 32. Aerial maps show homes surrounding both properties. 

Site limits 

Development on the Grays parcel faces two restrictions. The preliminary site concept bars vertical construction on the property until January 2028. 

In addition, trees and vegetation in a marked section of the parcel must be protected through 2040, in line with a property sale agreement. 

For the public, the predesign work provides tested water quality data before final plans are made. The alternatives analysis also allows the city to compare both parcels. The Judd Hill site has existing water facilities, while the Grays site faces construction and tree protection limits. 

Reviewers will score Statements of Qualifications (SOQs) on experience with comparable projects. They will also weigh the quality, depth and effectiveness of the proposed project plan. Submissions should name key personnel and their roles, and examples of past work are encouraged. 

A nonmandatory, pre-proposal meeting is scheduled for 10 a.m. on Oct. 20 at the Grays site. Additional information for prospective firms, including site maps and submission instructions, is available on the City of Lacey website.
