Consultant sought for Marvin Road well assessment in Lacey

The Lacey Public Works Department is seeking a consulting firm to assess treatment technologies and facility alternatives for the recently constructed Marvin Road Production Well. 

Public Works Department staff drilled the well to expand water supply as population and demand rise. The well, which is located at 4111 Marvin Road NE, is expected to produce 1,000 gallons per minute when it goes online in September. 

Water from the new source is expected to require treatment for iron and manganese (a chemical element). Testing may also identify other constituents. 

The consultant will analyze water quality sample reports and evaluate potential treatment technologies. Pilot testing may be conducted as needed. The work also includes a cost-benefit analysis and a feasibility analysis of treatment alternatives and preparation of conceptual site plans. 

Existing city infrastructure presents one option for treating the new source. Lacey has two wells southeast of Marvin Road and 41st Avenue NE. Both wells use some of the same Tertiary-Quaternary Undifferentiated aquifer zones as the Marvin Road well. Water from those wells is treated for iron and manganese at the Hawks Prairie Water Treatment Facility. 

The city may expand and rehabilitate the Hawks Prairie facility or construct a stand-alone facility at the Marvin Road site. The consultant will evaluate the alternatives before staff selects how to proceed. Phase 1 is expected to finish by the end of 2027.  

Planning for the selected alternative is scheduled to begin in early 2028. The second phase may include reports for Washington State Department of Health approval, permitting assistance, plans, specifications and construction estimates. 

The consultant may also assist with bidding, construction and startup. Phase 2 work is expected to finish by the end of 2029.

Staff will review the submissions and may invite a short list of consultants for interviews or presentations in October. Negotiations with a finalist are planned for November, followed by contract completion in December. 

Statements of Qualifications are due by 5 p.m. on Oct. 9.  Additional project information and qualification requirements are available on the City of Lacey website.
