County OKs $1.56M contract for security cam upgrades on corrections facility, juvenile court

The Thurston County Board of County Commissioners (BoCC) approved a contract to upgrade the camera and security systems at Thurston County Corrections Facility and Family Juvenile Court. 

The contract, worth $1,560,000, was awarded to D. Pelky Holdings, DBA Corrections Technology Group (CTG) of Spokane, at a BoCC meeting on Tuesday, Jan. 7.

The project involves replacing outdated security systems at the TCCF at 2905 29th Ave. S.W., and the FJC, located at 2801 32nd Ave. SW in Tumwater.  

The decision followed a competitive bidding process, which concluded on Dec. 19, 2024. 

Two bids were submitted. CTG was the lowest responsive bidder, submitting base bids of $1,048,168 for Thurston County Correctional Facility (TCCF) and $511,832 for Family and Juvenile Court (FJC). 

Upgrades include modernizing the security video system at TCCF and replacing the obsolete programmable logic controller system at FJC. The initiative is expected to enhance safety and security at both facilities. 

The BoCC also authorized the Interim Director of Central Services to execute the contract and approve amendments not exceeding 10% of the contract value. 

Thurston’s Capital Project Manager Thomas Strempke said the initial estimated construction cost was around $3.3 million, but staff secured the $1.5 million bid. 

“That's a big difference from what we estimated and I  want to thank staff for your work on securing that bid,” Commissioner Emily Clouse said.

The project is part of the 2023–28 Capital Improvement Plan. It aligns with the county's Strategic Plan Initiative Number 16, which focuses on providing safe, secure and functional facilities for county services and employees.

    The Thurston County Jail sat empty and unused for almost 5 years after construction because they were so excited about construction, they neglected to budget for operating cost. When if finally opened about 10 years ago they decided that much of the security electronics were immediately obsolete and they were replaced before they were ever used. Some time after that it was determined this new system was not working right and most was replaced again. Now we are looking at system #4. That's an average of 2.5 years of use before each replacement.
