Engineering firm sought for roundabout project at College Street SE and 7th Avenue SE in Lacey

A multilane roundabout is being eyed at College Street SE and 7th Avenue SE in Lacey, and the city is seeking a civil engineering firm to design the intersection improvement project. 

The Lacey Public Works Department is accepting statements of qualifications through March 6. The contract is expected to last about two years, with the city retaining an option to extend the contract for duration and funding. 

Preliminary engineering through final construction plans and cost estimates would cover the College Street SE corridor from Lacey Boulevard SE to Interstate 5. 

The scope includes pavement design, water main replacement, sidewalk construction, landscaped planters and medians. Geometry modifications and signal upgrades are also planned at College Street SE and 6th Avenue. 

Water, sewer and storm mains may require replacement or repositioning, and private utilities could be undergrounded or relocated. A right-of-way determination, right-of-way plan, property appraisal and appraisal review are also required. Construction support may be needed as the project advances, the city said. 

Staffers confirmed the project is fully funded by the city; no state or federal funding is allocated. 

Interested firms must have proven experience in transportation engineering, urban roadway design and roundabout construction, along with the ability to assess multiple scenarios for complex roadway geometrics.  

Key personnel must demonstrate familiarity with City of Lacey, Washington State Department of Transportation and Federal Highway Administration design standards. 

Firms will be evaluated on recent roundabout and complex roadway design experience, key personnel qualifications, current workload and available resources, and overall design approach. References and proximity to Lacey will also factor into scoring.
