Lacey drafts working calendar for 2025 Comprehensive Plan Update

Lacey has jump-started the work on the city’s Comprehensive Plan Update for 2025 by drafting a working calendar for next year, Planning Manager Ryan Andrews said during the city’s Planning Commission meeting on Tuesday, August 15.

Andrews said the Comprehensive Plan is “composed of several elements that, at a high level, articulate the vision of the community.”

“Each element is then implemented at various levels, including through our various utility plans, the Capital Facilities Plan, the Transportation Improvement Program, and implemented by the private sector through development codes and regulations,” the staff review read as reported by Andrews.

Among the topics that Andrews mentioned that will be covered by the update are land use, housing, transportation, environment and climate change, private utilities and economic development.

Previously completed work plans of the city like the Capital Facilities Plan, Public Participation Parks, Culture and Recreation Comprehensive Plan, Water System Plan and Stormwater Plan would also be covered.

Timeline

For the draft timeline, Andrews said public engagement will begin by the spring of 2024. Updates on land use, housing, environment and economic development are also scheduled to begin in January next year.

Updates on the city’s utilities, which include Wastewater Plan, Reclaimed Water Plan and private utilities, are scheduled to begin by the summer of 2024. It would then be followed by updates on Transportation by fall.

Development code updates covering zoning, land division, buildings and constructions are scheduled for 2025.

The Comprehensive Plan is a state requirement based on RCW 36.70A or the Growth Management Act (GMA). The act requires every city and county in Washington to “conduct a mandatory review and update of its Comprehensive Plan and development regulations at least once every ten years.”

Andrews said Lacey’s statutory deadline to update the Comprehensive Plan is June 30, 2025.
