Lacey seeks consultant for stormwater design manual update

The City of Lacey is seeking a qualified consultant to update its stormwater design manual to meet state requirements ahead of a compliance deadline next year. 

The Lacey Public Works Department issued a request for qualifications for the 2027 Stormwater Design Manual Update Project. Submissions are due on Friday, Feb. 27. 

Under the project, the city's 2022 manual will be updated to meet Washington State Department of Ecology requirements under the 2024-29 Western Washington Phase II Municipal Stormwater Permit. It must also align with the Department of Ecology's 2024 Stormwater Management Manual for Western Washington. 

For 16 years, Lacey has maintained a local version of the state's stormwater management manual. Its adaptation condenses the Department of Ecology's five-volume document into a chapter format with local requirements and submittal criteria. 

The project is expected to run from April to early March 2027. The updated manual must take effect by June 30, 2027. 

The scope of work includes updating the manual for permit compliance and state equivalency, developing supplemental requirements for local stormwater issues, and revising municipal code to align with the updated manual. 

Ideal candidates should have experience in Phase II permit requirements, Department of Ecology's stormwater standards, Lacey-area soils and subsurface conditions, soil testing and infiltration analysis and underground injection control well design. 

Additionally, applicants must include a state-licensed professional engineer as project manager, and a state-licensed hydrogeologist.
