The City of Lacey is looking to improve fire flow capacity near Lakes Elementary School.
As a result, a fire flow project opened to competitive bids this week, with sealed proposals due on March 24.
The work calls for installation of approximately 1,100 linear feet of 8-inch water main along Mullen Road SE, adjacent to Lakes Elementary School. It includes hydrant assemblies, gate valves and connections to existing infrastructure.
Project costs are estimated at $410,000 to $460,000. The upgrade is intended to strengthen fire flow capacity for the school and surrounding neighborhood.
Additional work under the contract includes tree removal, roadway restoration, curb and gutter repairs, and sidewalk construction.
The scope also covers traffic control, erosion management, landscape restoration and utility potholing at designated conflict points. Potholing at conflict locations must be completed before installation of the water main begins.
The construction schedule is coordinated with the Lakes Elementary academic calendar. Groundwork cannot begin before June 23, while the selected contractor must mobilize by June 29.
All work on school district property and along Mullen Road must be finished by Aug. 14, which is before students return for the fall term.
The contract allows 33 working days for completion. Liquidated damages will be assessed for any work extending beyond the approved construction window.
Construction hours, under city ordinance, are limited to 7 a.m. to 6 p.m., Monday through Friday. However, the city retains the right to require off-hours work if progress falls behind.
Sealed bids must be submitted to Lacey City Hall, 420 College St. SE, by 2:30 p.m. on the bid date.
The city will open bids publicly through a livestream on its YouTube channel. Each proposal must include a bid deposit equal to 5 percent of the submitted amount. The contract will be awarded to the lowest responsible bidder.
