Man arrested in Olympia on suspicion of driving under the influence, drug possession

A 47-year-old man was arrested after law enforcement personnel responded to a report of a man passed out inside a parked vehicle in Olympia.

A Thurston County Sheriff's Office report stated esponding deputies identified the driver as Joel Mark Alan Cain, of Elma.

He was found inside a dark blue Jeep Cherokee with the keys in the ignition parked near 46th Avenue NW and Cooper Point Road NW on Sept. 2.

According to the reprot, drug paraphernalia was observed in his hands when deputies arrived. Cain also appeared disoriented when contacted. 

Field sobriety tests were conducted at the scene. Deputies reported signs of impairment, but a preliminary breath test showed no alcohol.

Cain later admitted to using fentanyl before he fell asleep inside the vehicle. Based on the findings, deputies placed him under arrest for being in physical control of a vehicle while under the influence. 

A search of the vehicle and Cain’s belongings led to the discovery of several items, including straws with residue, small containers holding white powder and rocky substances and tin foil.  

Deputies also reported finding cash and small baggies typically used for packaging narcotics. Some substances were identified by Cain as fentanyl, LSD and DMT. 

We confronted him with the fact that there was a lot of drugs in the car/on his person. Mark then stated that he found the drugs at Safeway after someone dropped them,” a responding deputy stated in the report.

Investigators obtained search warrants for a blood draw, and for the seizure of suspected drugs and paraphernalia. Two vials of blood were collected at MultiCare Capital Medical Center in Olympia. Multiple containers with suspected narcotics and $227 in cash were also seized. 

Cain was booked into the Thurston County Corrections Facility. He is facing charges of driving under the influence and unlawful possession of a controlled substance with intent to deliver.
