Man wanted on felony warrant nabbed after bicycle stop

A 31-year-old bicyclist was arrested after allegedly providing a false identity during a traffic stop.

According to Tumwater Police Department report, officers stopped a man riding a bicycle without required lights around 10:15 p.m. on July 16 along Trosper Road SW. During the stop, the man identified himself as another individual. 

Officers checked a system for the photo of the name that was provided. The person in the photo had blue eyes and a mole near the right eye. The contacted person had brown eyes and no distinctive mole. 

Authorities said the man was later identified through fingerprint records as Scott Clifford Bice, of Olympia. At the time of his arrest, he was wanted on felony warrant from the Washington State Department of Corrections for escaping community custody. 

Bice was arrested on suspicion of first-degree criminal impersonation and the outstanding warrant.  

Police said they also recovered the driver’s license, insurance card, and other items belonging to the person he claimed to be, which had been reported stolen in Lacey in June. 

When the person retrieved his stolen items, he informed authorities that there was an unauthorized withdrawal in his bank.

“He (victim) had bank access devices in his wallet, and unknown suspects withdrew $500 total from his bank account at WSECU,” a responding officer stated in the report. 

After being booked into the Thurston County Corrections Facility, deputies reportedly found 3.2 grams of fentanyl and drug paraphernalia concealed on Bice. He now faces additional charges of possessing narcotics in a corrections facility.
