A state agency investigating the use of deadly force by a Lacey Police Department officer identified the policeman involved in the incident.
David MacLurg was the police officer involved in the fatal shooting that took place at an apartment complex in Lacey on Wednesday, Jan. 21, said the Washington State Office of Independent Investigations (OII) in an update on the incident on Tuesday, Jan. 27.
“Officer MacLurg, age 39, has been with the Lacey Police Department for 11 years. Currently, he is assigned to the Community Resource Unit as a member of Special Investigations Response Team (SIRT) and is assigned to the SWAT team,” said the OII in the update.
“The fatal encounter occurred at approximately 5:06 p.m. on Wednesday, Jan. 21, 2026, in Lacey. The deceased has been identified as Kaleb Lewis, age 30.”
The update was released five days after OII said it was investigating the fatal shooting.
"The Lacey Police Department notified OII of the incident at 5:26 p.m. The first OII investigators arrived just past 6 p.m. with approximately 25 investigators involved in the initial response. According to their initial report to OII, Lacey P.D. (Police Department) was responding to a call about a disturbance at an apartment complex in the 4600 block of 45th Avenue SE in Lacey. When the officers arrived, they reported shots had been fired from one unit," said the OII on Jan. 22.
"A regional SWAT team was activated, which included officers from the Yelm, Olympia, Tumwater and Lacey police departments as well as deputies from the Thurston County Sheriff’s Office. Lacey P.D. (Police Department) reported there was contact with the person in the unit. At some point a man stepped outside and allegedly raised a firearm in the direction of the law enforcement officers.
"One officer fired multiple times from his firearm, striking the man. Medics with the SWAT team rendered aid, but the man was declared deceased at the scene. The involved officer is with Lacey P.D. (Police Department)."
In addition to the OII investigators, the Washington State Patrol Crime Scene Response Team sent a team to process the scene. The Thurston County Coroner’s Office also responded to the scene, the OII said.
OII has also established a tip line for the investigation. People with information should call the OII Tipline at 564-263-0280. All information provided to OII is subject to public disclosure, as required by state law.
When the investigation is complete, a final case report will be posted here and made available to the public.

"Allegedly"?!? Either he raised a firearm or he didn't. That did NOT, REPEAT, NOT give the officer carte blanche to "shoot to kill" which is obviously what he did! Since there's been nothing said about the VICTIM discharging his firearm, there is absolutely no earthly reason for that officer to "shoot to kill"; his life was NOT in imminent danger and there was just no excuse for his actions. HE NEEDS TO BE CHARGED WITH MURDER! Or are all officers of the law now considered immune to prosecution, even when it's obvious they were in the wrong!!!!!

The ability for people to read into this and add in their own narratives just because of their feelings towards all law enforcement is insane. If the person had a firearm and The law enforcement officer or anyone for that matter felt that their life was in danger they are lawfully allowed to defend themselves. People asking for accountability and other craziness just shows you how disruptive the political ideologies that are in the state permeate into everything. Some of these blue haired septum pierced unemployed people along with their Boomer friends need to go back to just lurping in the park or hiding in the basement.
