Olympia City Council expands Energize Thurston contract

The Olympia City Council approved a resolution authorizing a second amendment to its municipal services agreement with South Puget Sound Habitat for Humanity, allowing the organization to continue administering subsidized heat pump installations under the Energize Thurston 2025 program.

The resolution was approved as part of the council’s consent calendar on Tuesday, Dec. 9.

The amendment extends the contract through June 30, 2026, and adds $20,000 to the existing agreement.

The original agreement, approved in January 2025, capped compensation at $581,483 and was set to expire on June 30, 2025. A first amendment in June 2025 increased the contract value to $703,513 and extended the term through Dec. 31, 2025.

The additional funding will allow more low- and moderate-income households in Olympia to receive subsidized heat pump and heat pump water heater installations.

Energize Thurston is a regional heat pump purchase program developed by Thurston Climate Mitigation Collaborative, a partnership between Thurston County, Olympia, Lacey and Tumwater.

Launched in March 2025, the program expanded on Olympia’s earlier Energize Olympia campaigns by offering discounted, streamlined installations countywide, along with fully and partially subsidized retrofits for income-qualified households.

South Puget Sound Habitat for Humanity has played a key role in the program’s development and implementation.

The nonprofit co-designed the original Energize Olympia programs. It has administered more than 170 subsidized heat pump installations for low-income households in Olympia and has supported outreach while leveraging state grant funding.
