Olympia man charged with murder, held on $1 million bail

An Olympia man was arrested and placed on $1 million bail after being accused of second-degree murder, in connection to human remains that were found near downtown Olympia in September.

Kyle G. Jarstad, 32, was arrested on Thursday following an interview with police where he allegedly spoke about beating the victim, 31-year-old Shaun P. Moore.

Court documents describe how Jarstad and two other individuals allegedly disposed of the body. Although court documents indicate others were aware of the death, no one else had been charged in the case as of Tuesday.

According to a probable cause affidavit, police responded to the railroad tracks near Plum Street and Union Avenue on Sept. 15, where the human remains were found. The remains were found in a black, plastic garbage bag. Medical examiners estimated the person, later identified as Moore, had been dead for anywhere from two weeks to six months.

Police went to Moore’s last known address — an apartment in Olympia — and confirmed with the property manager that Moore hadn’t been seen for about two weeks. At the time, neighbors had recently complained about a “heavy stench of death” coming from Moore’s apartment. A pest management company was hired to treat the apartment for an infestation of flies and maggots.

Olympia detectives received a warrant to search the apartment on Dec. 16, and they found six people living inside, including Jarstad.

According to court documents, police interviewed all six of the people, and each said they were at the scene when Moore died, and that they kept his body for two weeks after the death before it was disposed of. Multiple people said Moore had been assaulted repeatedly for several days before his death. Jarstad was identified as the person who harmed Moore the most, according to court documents.

Jarstad allegedly assaulted Moore “minutes prior to Moore’s death.”

During an interview, detectives noted Jarstad “was very callous and showed no remorse.”

He allegedly told a detective, “Why are you even wasting your time investigating this?” And that the victim “deserved what he got.”

Jarstad appeared in court on Friday, where he was placed on $1 million bail. He has an arraignment hearing set for Dec. 29.
