The City of Lacey is seeking a consultant for design and engineering services to modernize facilities and improve safety at Rainier Vista Community Park.
The park is located at 5475 45th Ave SE. A request for qualifications was issued on Tuesday. Oct. 21. Statements of qualifications must be submitted on or before Friday, Nov. 21.
“The successful firm will demonstrate proven skills and technical competence in landscape architecture, design, and engineering based on the experience and past performance of the company and key personnel,” the request for qualifications states.
It further states, “Qualified consulting firms shall present the most logical approach and schedule, a strong understanding of the project components, and a valid and robust QA/QC process.”
The Rainier Vista improvement plan calls for the installation of a 45-foot softball outfield safety-netting with poles and foundations, two outdoor pingpong tables on new slabs, and construction of four additional pickleball courts with surfacing, fencing, gates and accessories.
The consultant would also conduct stormwater drainage work under the City of Lacey Stormwater Design Manual and revise asphalt paths affected by the redesign.
The majority of development is expected to occur in proximity to the existing pickleball and tennis courts, the city said.
The consultant would also review topographic data, perform geotechnical studies, and evaluate grades, utilities and drainage limits to determine feasible layouts for new park elements.
Additionally, the firm would hold an initial meeting with the city, visit the area of work and review all pertinent city-provided data, including the topographic survey supporting the design.
The consultant would then analyze applicable federal, state and local regulations, and validate feasible scope options considering grades, existing utilities, space and drainage requirements.
Following the initial review, the consultant would prepare stormwater management and design plans, technical specifications, construction schedules and cost estimates for improvements.
Short-listed firms would meet an evaluation group in January 2026 before the final contract signing in February 2026.
Interested firms must submit proposals titled, “Rainier Vista Park Improvements,” by email to Bogdan.Tirtu@cityoflacey.org or by mail to 420 College St. SE, Lacey, WA 98503.

Has anyone done studies for this park regarding the noise level of pickleball games being played? Google it, it’s a thing that comes up where courts are being played on.

How about lighting for the ball fields? These costs can be recovered through ongoing league use in the evenings.

Pickleball sounds like a shooting range. Precisely what the park ought to prohibit. In the interest of getting along with the neighborhood.
That a noise annoys shouldn't need explaining because it's the same word. Basketball is a much quieter game that is more popular among those who don't play, except with folks who worry black people might show up.
