Thurston County approves $963K contract for Safe Routes to School Project

The Thurston County Board of County Commissioners awarded a $963,246.39 contract to Sterling Breen Crushing of Centralia for the Pleasant Glade Elementary Pedestrian Improvements Project.  
 
The total estimated construction cost, including contract award and construction management, is $1,140,000.  The board made the decision on Tuesday, May 20.
 
The project will be primarily funded through a Safe Routes to Schools Grant, which will cover 90% of the costs. The remaining 10% will be covered by the County Road Fund. 
 
The contract was the lowest responsive bid among nine submissions received on April 10. 
 
The project, listed under Capital Project No. 61523, will install approximately one-third of a mile of sidewalk and a bicycle lane between 15th Avenue NE and Pleasant Glade Elementary School.  
 
The improvements are part of the Washington State Department of Transportation’s Safe Routes to Schools Program, aimed at enhancing safety and mobility for students who walk or bike to school. 
 
Additional features of the project include new street lighting, school zone flashers, stormwater management infrastructure, and upgraded sidewalk ramps that meet Americans with Disabilities Act standards. 
 
As part of the board’s approval, commissioners authorized the director of public works to execute the contract and approve any change orders due to unforeseen conditions, excluding changes in scope, and up to 10% of the contract amount, or $96,325. That brought the potential aggregate contract value to $1,059,571. 
 
The project is included in the county’s 2025 public works budget, the 2025–30 Transportation Improvement Program and Capital Improvement Program. 
 
It aligns with the County's Strategic Plan Initiative 2 to “(improve) community health, wellness, and safety” and Initiative 8 to “(support) robust and well-maintained infrastructure systems for a thriving community.”
