The Thurston County Office of Housing and Homeless Prevention solicited project proposals from agencies, which were then reviewed and scored by the Thurston Affordable Housing Advisory Board. The county's housing council approved the recommendations for the pipeline projects in 2025, 2026, and 2027.

Next year, the county's Housing and Homeless Prevention office will release a Request for Information (RFI) to solicit project proposals for the year 2028. The plan is to continue this annual RFI process to maintain an ongoing three-year schedule of affordable housing capital projects.
