The Tumwater City Council authorized Mayor Debbie Sullivan to sign an interlocal agreement that would streamline the work of the Thurston Climate Mitigation Collaborative (TCMC).
The city council made the decision at a meeting on Monday, Nov. 3.
Thurston County and the cities of Lacey, Olympia and Tumwater formed the TCMC in 2023 to jointly implement the Thurston Climate Mitigation Plan with the aim of reducing greenhouse gas emissions.
The plan lays out a framework of strategies and actions so the county and the cities can reduce its greenhouse gas emissions 45% below 2015 levels by 2030 and 85% below the same baseline by 2050.
Tumwater Sustainability Manager Alyssa Jones Wood said two years after the establishment of TCMC, its members have identified opportunities for efficiency.
The proposed changes deal with reducing workload where it is not needed so that the group can “spend more time on implementation,” according to Jones Wood.
A major change is that regional initiatives will no longer require interlocal agreements if they are included in the TCMC’s biennial work plan.
The biennial work plan would include base funding for essential functions, so that members could opt out of certain activities if they do not have the funding while keeping the organization running.
The new agreement also allows the executive committee to delay or cancel unnecessary plan updates, such as next year’s administrative update which would only deal with minor changes, according to Jones Woo. Suspending the update would save the group $50,000.
The frequency of the group’s greenhouse gas inventory update would also be reduced from every three years to five, aligning with industry standards. The timing allows the group to take advantage of a service by the Washington State Department of Commerce, who could conduct the inventory at no charge.
Other changes deal with reducing the meetings of its community advisory work group, making annual retreats optional and permitting the executive committee to modify its Regional Implementation Guidance, a document that serves as the group’s protocol manual.

It is a wealth transfer scheme. I don’t care what 97% say when they are financially and ideologically motivated to pursue what is a purely political agenda. Here is a physics explanation of why doubling CO2 doesn’t produce the effects the 97% say it does. Your worldview precludes you from seeing this because it is an ideology of power. Fundamentally, you’re a nihilist, so you’ll go along with this scheme that is obviously meant to reduce human population over time.
