Tumwater School District approves seven superintendent goals for 2023-2024

The Tumwater School District (TSD) Board gave the thumbs up on the superintendent goals for 2023-2024 during a regular public meeting last August 10.

Preceding the regular session, the board deliberated the goals during a closed executive session before approving it and making it public.

TSD District 4 Director Melissa Beard expounded on the goals which the board set for School District Superintendent Kevin Bogatin.

Superintendent goals

Goal one

Develop a comprehensive system for the review analysis and modification of curriculum instruction and assessment based upon key learning indicators.

“We take this to create an adoption cycle. We’d be reviewing the curriculum and seeing how the cycle should be prioritized, and then we start adopting,” Beard added. 

Goal two

Use data to seek improvements in district policies, practices, and resources to better support student learning. 

“This is a much talked about conversation about data – that we’ve all been anxious to do and that we will be doing sometime this fall,” Beard explained. “Looking at our spring test results, and also the formative assessments taken in the fall, and looking at some panorama data – that would be looking at that like different student groups to be able to see the gaps, which we then talk about how that might inform some of the curriculum adoptions.”

Goal three

Develop a budget in accordance with more priorities and manage it in an efficient, financially responsible manner to support improved instruction and other key goals.

“We talked about really sticking to the budget that we put together for 23-24 and that we’ll be keeping track of that and making sure we have 6% ending fund balance,” said Beard.

Goal four

Develop community engagement strategies and build community support for a levy by November 2023.

“Talking with family and committee members to start talking about the levy, which we’ve done in the past,” Beard said.

Goal five

Has increased the capacity of principals, other administrators, and teachers to have the necessary skills to help students address cultural tensions or conflicts and work towards developing a climate where constructive conversations can occur.

“Kevin [Bogatin] is talking with our principals this week about inclusive inclusivity plans, and those will be shared with the board before November 30. And hopefully and likely sooner,” said Beard.

Goal six

Collaborate with the board to review and refine guidelines for effective board and superintendent roles and responsibilities.

“Evidence on completion is a handbook. I love a good handbook… Because it really helps us stay clear on what it is that we’re trying to do here. That would help future board members know what the job is,” Beard added.

Goal seven

Work with the board to facilitate the development of a board superintendent team characterized by candor, deep listening, and openness to change.

“And now is the weekly updates and weekly meetings with the superintendent, so we’re all kept apprised of what’s going on. And the ‘no surprises’ rule. It applies to you, Kevin [Bogatin], but it also applies to us. And I hope that we will keep each other accountable, that we also will not give you surprises in the middle of the meeting,” Beard said. 

TSD had this meeting because boards can narrow and adopt a limited scope of goals based on the superintendent's previous evaluation and the district's current strategic initiatives.

The board unanimously approved and adopted all seven superintendent goals.
