Olympia Police Department (OPD) officers arrested two suspects alleged to have stolen from a local sporting goods store.

On February 23 at around 9 p.m., OPD responded to a reported theft at Dick's Sporting Goods located at 625 Black Lake Boulevard SW.

Dispatch informed officers of a male and female suspect who had allegedly stolen clothing from the store and fled the scene without making any payments.

The suspects were spotted entering a silver Lexus, which had a smashed-out rear passenger-side window that was duct-taped over, sighted near the intersection of Capital Mall Drive and Cooper Point Road SW, which matched the description provided by dispatch.

Upon attempting to conduct a traffic stop, the suspect vehicle continued northbound on Cooper Point Road SW, ignoring signals to pull over, but was traveling within the speed limit and following the rules of the road, though not pulling over when lights and initiating the horn and speaking over the intercom, the officer “let the driver know they were being detained for a theft investigation and that they were not free to leave.”

The pursuit continued through various streets until the vehicle finally indicated its intent to stop, after which the driver, Frances Goenett, complied with instructions from the responding officers.

Following standard protocol, both Goenett and the front seat passenger, identified as Russell See Stephan, were detained and secured.

Under the influence

Inside the vehicle, another passenger, Hazel Jones, was found in discomfort, later admitting to ingesting an eight-ball of fentanyl.

“Jones’ speech was slurred, and she had trouble standing on her own,” a responding OPD officer stated in the police report. “I asked Jones if she required medical attention, which she initially denied but began to state that she didn’t feel good.”

Medical assistance was called for Jones, who was then transported to St. Peters Hospital for treatment.

The reporting party, an employee of Dick’s Sporting Goods, was brought to the scene and positively identified both Stephan and Jones as the two individuals who allegedly stole multiple goods from their store.

When interrogated, the male Stephan confessed to stealing merchandise from the store with assistance from Jones but clarified that Goenett was not involved in the theft.

“He stated that Jones, his aunt, entered the store and assisted in the theft but said his mother, Goenett, knew nothing about the theft,” the Olympia Police Department reported.

OPD officers also observed that the male suspect might be under the influence, so they asked the suspect, and he admitted to having taken “blues,” a code name for fentanyl.

The male suspect’s mother, the vehicle's driver, cooperated with authorities and consented to a search of her vehicle.

Stolen merchandise totaling $4,143.39 was recovered.

Stephan was arrested and booked into Thurston County Jail for second-degree and second-degree organized retail theft.

Due to Jones's medical condition, charges against her are pending review by the Thurston County prosecutor.
