Lacey police arrested a Ballard man and a Roy woman after they allegedly stole items worth over $1,000 and damaged a patrol car while fleeing from officers.
Shawn Armstrong, 35, and Melissa Segro, 43, were arrested on Oct. 3 after a reported theft at Kohls on Sleater Kinney Road.
A loss prevention officer said a man and woman, later identified as the two suspects, grabbed several high-value items and left without paying just a few minutes before the store closed.
An officer saw the suspects leaving the store holding multiple items. The two ran toward an unlicensed Dodge Charger, which was later confirmed to be stolen out of King County, and got inside despite police commands to stop.
An officer said that the car reversed, hitting a sign in the parking lot and a parked Mini Cooper that rolled into the front left corner of a patrol vehicle.
Police laid out spike strips (Stop Sticks) that deflated one of the Charger’s tires, but the suspects continued to exit onto Pacific Avenue SE with Armstrong in the driver’s seat.
Later, the Charger was seen abandoned at Heritage Bank on Pacific Avenue. The suspects were located inside a restaurant on the 1000 block of College Street SE and arrested without incident.
Segro told police that she stole two jackets while Armstrong refused to comment.
Kohl’s loss prevention officer positively identified the two suspects as the individuals who allegedly stole from the store.
Both suspects were brought to the Capital Medical Center for clearance after Segro complained of a back injury from the collision, and Armstrong claimed to have swallowed pills.
Lacey Fire Department dispatched to check on Armstrong said Armstrong’s claim of swallowing pills was false as his vitals and behavior appeared to be normal.
A search of Armstrong later on, however, yielded ziplock bags with small blue pills and a white substance that tested positive for methamphetamine.
Another search of the Charger yielded tools that could be used for producing counterfeit currency and some fake bills.
Armstrong was booked into the Thurston County Jail for second-degree theft and possession of a stolen vehicle. Segro was booked into the Nisqually Jail for theft, all other larceny, and resisting/obstructing.

Just wanted to comment on the reporting of the vehicle. Repeatedly called the vehicle a Dodger! The initial description was Dodge Charger.

Unfortunately, both will probably be out by the time this article is written. If not on bail, the judge will set them free with a slap on the wrist. I feel bad for the person that owns the stolen vehicle and the mini cooper that was damaged. These two thief’s will never pay restitution and the victim’s insurance will have to cover. Not to mention taxpayers paying for the damaged patrol car. It seems harsh in this day and age, but chain gangs and mandatory public service should be utilized again.
