Lacey reviews 2023 budget amendments

Lacey’s Finance & Economic Development Committee reviewed several budget amendments for 2023 during its meeting on Tuesday, March 28.

Finance Director Troy Woo said the amendments were identified due to unforeseen activity levels, grant awards, and City Council actions that were raised since the adoption of the 2023 budget.

One of the significant amendments requested is an increase of $40,000 in the Professional Services/Civil Service budget for the city’s anticipated promotional assessment centers and newly outsourced police background checks.

Another crucial amendment is the allocation of $450,000 for the Veterans Services Hub Accessibility project, which will include an elevator, ADA doors, and parking lot improvement design and will be funded by the Housing and Urban Development (HUD) Economic Development Initiative (EDI) - Community Project Funding Grant.

A limited-term Department Assistant III has been approved to implement the Public Works asset management software, which will have an estimated annual cost of $89,194 and will be allocated to the Parks Maintenance, Streets, Water, Wastewater, Stormwater, and Equipment Rental divisions.

To address recruitment challenges, the Parks Maintenance seasonal wages will be increased, with a request for $73,560. The Library LED lighting enhancement project was also planned to be an in-house project, but due to workload capacity challenges, it will now be outsourced, with an additional $20,000 needed for the outsourcing costs.

The committee also reviewed other fund amendments on community building, arterial streets, building Improvement, parks and open space, water operations, wastewater operations and the Regional Athletic Complex Capital Fund.

The final approval of the proposed amendments will be considered by the City Council in September.
