Tumwater selects firm to conduct environmental assessment of old brewery site, WSDOT office

Tumwater has selected Haley & Aldrich Inc. to conduct environmental assessment work on the old brewery and the former Washington State Department of Transportation (WSDOT) office on Capitol Boulevard, two sites that the city is looking to acquire for redevelopment.

City staff briefed the city council about two contracts with the firm on Tuesday, April 23. Community Development Director Michael Matlock told the council that Haley & Aldrich was chosen from six firms that applied for the contracts.

The first contract is for the firm’s work on the WSDOT property, which will be forwarded to the council’s consent agenda on May 7.

The contract is for $200,000, fully funded by an integrated planning grant from the Washington State Department of Ecology.

Matlock shared that once the site is acquired, the city plans to solicit a developer and sell the property under certain conditions regarding how the site will be developed. The director said that the vision for the site is to allocate a third for affordable housing, another third for market-rate housing, and the final third for commercial purposes.

The second contract covers work on the old brewery site, including the adjacent warehouse, but also for the WSDOT office. At the old brewery site, the firm will investigate traces of residual contamination due to the 2019 oil spill on the property and because the warehouse was used to store transformer poles.

The firm will also conduct an inventory of brownfield properties in the city’s Brewery District and the Capitol Corridor Boulevard, according to the scope of the contract.

The second contract is for $476,500 and is completely funded by a US Environmental Protection Agency grant. Matlock advised the council to make the contract an action item at their May 7 meeting so that a representative from Haley & Aldrich could meet with them before the council members vote to approve it.

    I hope the development plans for the WSDOT campus will include adaptive reuse of the historic buildings. This complex is architecturally and historically significant and should not be bulldozed without considering preservation alternatives.
