Tumwater set to improve several pedestrian crossings

Contract moves forward despite costs being higher than anticipated by city staff

The Tumwater City Council recommended to the mayor on July 19 a public works contract with Sound Pacific Construction, LLC from Gig Harbor, Washington for the improvement of several pedestrian crossings in the city, despite the asking price bring higher than the city’s projection.

The contract was for the amount of $493,337, higher than what the city engineers expected at around $425,000. Transportation manager Mary Heather Ames said that the difference was attributed to the volatile price of asphalt, concrete, and labor.

Ames commented that since the difference is greater than 10%, they reviewed the bids in detail and the most substantial cost differences were the asphalt, concrete, and traffic control, which is considered labor cost.

“We believe these differences are due to the current volatile market. We do not anticipate a significant reduction in cost over the next year,” explained Ames.

The contract involves the installation of a rectangular rapid flashing beacon on the crossing of Capitol Boulevard north of Trosper Road, as well as on Barnes Boulevard and Ridgeview Loop. The installations to be made on the latter two roads will be mostly paid for by the Tumwater School District, according to Ames.

A pedestrian crossing will also be installed in the south approach to the Custer Way and Capitol Boulevard intersection. Based on data collected from the Americans with Disabilities Act (ADA) Transition Plan Update, several sidewalk deficiencies will also be repaired, with most repairs on the northeast corner of Tumwater, according to Ames.

Four companies bid for the project, with the other three being Rognlin's, Inc. at $510,314.50, Nova Contracting, Inc. at $596,010.00, and Northwest Cascade, Inc. at $655,655.00.

The project will be funded by the Transportation Capital Facilities Plan (CFP), Transportation Benefit District, and Tumwater School District ILA.
