The City of Lacey named Vince McGowan as the new director of the Public Works Department.
Former direcor Scott Egger held the position for 18 years before he retired in May. The city announced the promotion of McGowan on Sept. 3, following a recruitment and competitive selection process.
McGowan joined Lacey in 2025 as manager of the Water Resources Division. He has more than 20 years of experience in environmental engineering, water resources and local government.
City Manager Rick Walk said McGowan’s background has prepared him to oversee the department.
“Vince brings a tremendous depth of knowledge and experience to this role, along with a genuine commitment to our community and the region,” Walk said. “His leadership in water resources and environmental protection, combined with his understanding of local government, makes him an excellent fit to lead our Public Works Department.”
Before joining Lacey, McGowan spent more than a decade with the Washington State Department of Ecology’s Water Quality Program.
He joined the program in 2009 and worked on water quality issues throughout the region. He served as the program’s leader during his final five years with the agency.
McGowan started his career in 2002 with the City of Olympia's Public Works Department. He joined the city after earning a master's degree in hydrology from Southern Illinois University.
In his role as manager of the Water Resources Division, McGowan handled drinking water, wastewater, stormwater and surface water services. He also worked to safeguard resources for residents and customers throughout Lacey's urban growth area.
As director of Public Works, McGowan will oversee the services and operations of the department, supporting infrastructure and environmental programs in Lacey.
